Automatic Cancellation or Suspension of Classes and Work in Government Offices, The following guidelines shall be followed for the automatic cancellation or suspension of classes in all public and private elementary, secondary and tertiary schools, as well as work in all government offices:



a. When Signal No. 1 is raised by PAGASA, classes at the pre-school level, in the affected area, shall be automatically cancelled or suspended.

b. When Signal No. 2 is raised by PAGASA, classes at the pre-school, elementary and secondary levels, in the affected area, shall be automatically cancelled or suspended,

c. When Signal No. 3 or higher is raised by PAGASA, classes at pre-school, elementary, secondary, and tertiary levels, in the affected area, including graduate school, as well as work in all government offices, shall be automatically cancelled or suspended.

The PAGASA shall issue weather forecasts through various media outlets (radio and television), and the NDRRMC, not later than 10:00 PM of the previous day and 4:30 AM of the day of the intended cancellation of classes and work. In cases where there are classes and work in the morning and suspension of classes and work is only effective in the afternoon, PAGASA should issue the forecast not later than 11:00 AM of the said day.

U.S. President Barack Obama is arriving in the Philippines Monday for a historic state visit, one that Malacanang said will strengthen Manila’s ties with Washington.

“The visit of President Obama affirms the vigor of our strategic partnership and alliance, and the strength of our people-to-people ties,” a Malacanang statement read.



Manila will be the last stop in Obama’s Asian tour aimed at highlighting his government’s decision to “pivot” to Asia. He has visited Japan, South Korea and Malaysia.

The alliance with the Philippines is the oldest of America’s five treaty alliances in Asia – with a Mutual Defense Treaty signed in 1951 – and the nation is a former American colony (1898-1946).

Senator Paolo Benigno “Bam” Aquino IV called for an investigation into the slow and expensive Internet service in the country.

The Senate should investigate why consumers are paying "steep" prices for "poor" Internet connectivity in the country, Aquino said Tuesday.

Aquino made the move after getting reports that the Philippines is lagging behind its Southeast Asian neighbors in terms of providing faster Internet connection. The reports cited an infographic from ASEAN DNA, which claimed that the Philippines (3.6 megabytes per second) lags behind Laos (4.0 Mbps), Indonesia (4.1 Mbps), Myanmar and Brunei (4.9 Mbps), Malaysia (5.5 Mbps) and Cambodia (5.7 Mbps).


The senator pointed out that on the average, local consumers spend around P1,000 a month for Internet service with speeds of up to two megabytes per second (MBPS) or about P2,000 for up to five MBPS.

But in Singapore, Aquino said the largest telecommunications company offers 15 Mbps of Internet speed for 36.90 Singapore dollars or around P1,312 a month. In Thailand, 799 baht or P1,100 could give consumers 12 Mbps of connection.

"This is expensive compared to Singapore and Thailand where we can find some of the fastest Internet connections in the world," Aquino said.

Aquino will file a Senate resolution next month to formalize his proposal, his office said.

A Senate investigation, he said, would also look into ways on how to improve the country’s poor Internet connection, which is crucial to the country’s economic growth.

“We have to find ways to improve the system and fast, especially with the ASEAN Economic Integration happenig a year from now,” Aquino said.

Japanese news agency Kyodo reported on Tuesday that the Japanese government and its ruling coalition “are making arrangements” to exempt tourists from the Philippines, Indonesia and Vietnam from the visa requirement in an effort to boost tourism.

Though the Japanese Embassy in Manila has clarified that the proposal to waive the visa requirement for Filipino tourists to Japan remains to be a plan, the Philippines' Ambassador to Japan Manolo Lopez cited "We are just awaiting the official advice, but from reliable sources and from the newspaper accounts that have come out already, it seems that its likely going to happen sometime in June of this year.

According to the Kyodo report, the proposal is aimed at attracting more tourists from Southeast Asia in order to boost arrivals in Japan ahead of the 2020 Tokyo Olympics.

Last year, Japan waived the visa requirement for Thai and Malaysian. Kyodo said this led to a 61 percent increase in tourist arrivals from the two countries.

It should be noted that the waived visa is only applicable for e-passport holders, nationals who do not hold an ordinary biometric passport with an embedded microchip that is compliant with ICAO International Civil Aviation Organisation standards will remain advised to obtain a visa.

The National Telecommunications Commission (NTC) issued a memorandum ordering all Internet Service Providers (ISPs) to block pornography websites.

The commission clarified that the order is specifically for ISPs to block child pornography. Other adult-oriented websites are beyond the scope of the memorandum.

To block access to child pornography, the government will finally enforce Republic Act 9775 or the Anti-Child Pornography Act of 2009 after years of public consultations on how to implement it.

In its Memorandum Circular no. 01-01-2014, the NTC said that "all Internet Service Providers shall install available technology, program or software that will block access or filter all websites carrying child pornography materials."



The law requires service providers to install filters blocking child pornography or risk heavy fines. In an interview, NTC regulation director Edgardo Cabarrios acknowledged that it was almost impossible to block all child pornography but said the filters could keep out the majority.

Internet Service Providers will have till June to install the filters.

The Supreme Court of the Philippines on Tuesday, February 18, upheld as constitutional most provisions of Republic Act 10175 or the Cybercrime Law, including online libel – subject to one condition.

The Supreme Court decision, penned by Justice Roberto Abad, ruled online libel to be constitutional but with an exception – that is, in cases where it covers persons other than the original author.

Recipients of, and netizens who react to a potentially defamatory post, will not be covered by online libel. Liking or retweeting other people's posts are allowed and will not be penalized.



Unconstitutional provisions

Three provisions were voted down as categorically unconstitutional:

Section 4 (c)(3) which pertains to unsolicited commercial communications
Section 12 which pertains to real-time collection of traffic data
Section 19 which pertains to restricting or blocking access to computer data

The court further upheld the anti-cybercrime law's penalties to those who aid and abet cyber offenses, namely:
  • illegal access
  • illegal inteception
  • data interference
  • system interference
  • misuse of devices
  • cyber squatting
  • computer-related fraud
  • computer-related identity theft
  • cybersex
Meanwhile, aiding and abetting in child pornography, sending and creating unsolicited commercial communications or spam and online libel as punishable measures were said to be violating the Constitution.

The high tribunal explained that penalties for child pornography are already stated elsewhere, and those in the anti-cybercrime law prohibit "double jeopardy."

Michael Christian Martinez, the Filipino ice skater competing in the Winter Olympics has advanced to the free program, he is now qualified for the finals of the short program of the men’s figure skating event.

Martinez got a score of 64.81 in the short program at the Iceberg Skating Palace in Sochi, Russia on Thursday.

Martinez was described in the broadcast annotation from Sochi as a “charismatic performer” who showed “good flexibility” and “great performance skill for such a young man.”

Typhoon Haiyan is recorded as the strongest typhoon to hit the planet in recent history. Last November 8, 2013, it devastated the Central Visayas region of the Philippines. The number of lives lost and affected is unprecedented.

But ever since then, the world has been one with the Philippines in helping rebuild the nation - from sending relief goods, doing medical missions, all the way to pledging funds for the reconstruction of infrastructure.

This February 8, 2014 exactly three months after the typhoon, we want to be one in expressing our gratitude. We are Filipinos. We are resilient, grateful, and fun-loving people. And that's why even as we are still recovering, we already want to show our thanks.

The local weather bureau PAGASA said Tropical Depression Agaton was 165 km northeast of Hinatuan, Surigao Del Sur at 4 p.m. today and is still forecast to move west at 5 kph.


Its maximum winds remain at 55 kph near the center. It is expected to make landfall in Surigao Del Sur Saturday afternoon or evening. It will then move to the SOCCSKSARGEN region on Sunday.

Public storm warning signal no. 1 was raised in Southern Leyte, Surigao del Norte—including Siargao Island—Surigao del Sur, Dinagat Province, Agusan del Norte, Agusan del Sur, Davao Oriental, and Compostella Valley.

Caraga Region, Davao Del Norte, Davao Oriental, Compostela Valley, and Southern Leyte will have rains with gusty winds and moderate to rough seas, PAGASA said in its 5 p.m. weather forecast.

A gale warning was raised in the seaboard of Caraga region with waves expected to reach at least 4 meters high.

Miss Universe 2011 3rd runner up Shamcey Supsup tied the knot with her boyfriend of 2 years now husband Filipino-Chinese businessman Lloyd Lee on Sunday, December 29.


A Christian wedding was held at the Church of the Risen Lord located in U.P Diliman Campus, Quezon City at around 2:00 pm.
The bride was seen getting out of a black limousine in a champagne Chantilly lace gown made by Cherry Veric. The groom was also wearing a champagne-colored suit.

The two became very emotional during the ceremony especially when it was time for their wedding vows.

The wedding entourage includes Bb. Pilipinas President Stella Marquez-Araneta who was one of the principal sponsors, and Shamcey’s beauty queen friends Mary Jean Lastimosa, Queenie Rehman and Pia Wurtzbach who served as secondary sponsors.

Also present in the occasion are Venus Raj, Ariella Arida and Bianca Manalo who are close friends of the bride.

The new Mrs. Lloyd Lee wore a gown made by Francis Libiran during the wedding reception at EDSA Shangrila Hotel where the couple allowed members of the entertainment press for interviews.
The two said “Masayang-masaya kaming dalawa at natapos na ang aming kasal, medyo puyat-puyat pa sa preparation.”

Their honeymoon is not yet going to happen immediately since according to Lloyd, “Mga bandang Holy Week pa namin balak mag-honeymoon.”



When asked how many kids they want to have, Shamcey answered, “Isa muna, gusto namin na babae ang aming magiging panganay.”

The couple also plans on going to Shamcey’s hometown Gen. Santos City to visit her relatives and to have a post-wedding party.

The two met each other during Shamceys’ birthday-cum-victory-party on May 2011. This started a friendship which grew into first date and then progressed to a relationship. They were engaged for over a year before they were married.

Makati Mayor Junjun Binay has angered netizens after a video of his aide carrying an umbrella for him went viral.

A portion of the video showed one of the mayor’s aide rushing towards Binay to hold an umbrella over him while he talked to the guards… even if the weather was fine that night.

It can be recalled that it was caught in a closed circuit television (CCTV) camera when the younger Binay allegedly ordered the arrest of 3 security guards of DasmariƱas Village when the latter stopped the former’s convoy in going out of the posh subdivision almost midnight of the 30th last month.

“The guards of Right Eight Security Inc. did not raise the iron barrier because vehicles are not allowed to pass through the gate after 10 p.m. for security reasons." Philippine Daily Inquirer reported.

This viral “umbrella at night” video is part of that CCTV footage which annoyed netizens due to alleged arrogance of the son of the Vice President of the Philippines.

Netizens questioned why the Mayor need for an umbrella when the weather was fine.

Instead of using all of $25,000 that was supposed to be the marketing budget for a Hollywood film, American film director and producer Casey Neistat utilized the money to help the super typhoon Yolanda victims in the Philippines.

"They wanted to know if I could make a promotional film to get the word out about Ben Stiller's great new movie “The Secret Life of Walter Mitty”. Mitty is a movie about chasing a dream and they wanted me to make a movie about chasing a dream," Neistat said in his YouTube page where the video was uploaded.



When the offer was given, he immediately told the 20th Century Fox studio about his idea and they agreed. But even before the proposal was made, he really hoped to provide help for the typhoon victims. It just so happened that the offer came up and both parties fell into an agreement.

After the budget was released, Neistat without further ado flew to the Philippines to throw together a relief operation. He spent the money for foods and relief goods, medicine, and tools that can be used for house building and reconstruction.

"It was complicated and at first improbable but with the help of an extremely loving group of locals, all who were total strangers, we were able to stretch the production budget really far," Neistat recalled.

The director recorded his efforts in the relief operations in a short video uploaded on YouTube that has so far reached more than a hundred thousand views as of posting time.



And just like everyone else thinks, the Hollywood director admired the disadvantaged for having the strength to be happy and continue their lives amidst everything that happened.

"Never have I met such people with the resilience of these typhoon victims. There was one thing that stuck out, one big huge tiny thing that was; of everyone we were face to face with, thousands of people, not once, at anytime for any reason did anyone complain. No one. Their focus was on rebuilding and healing, not sympathy," Neistat said.

It looks like actress Elizabeth Oropesa couldn’t contain her emotions and opinions to herself anymore. An open letter was released by the veteran actress through her Facebook account about the viral video of Department of Interior and Local Government Secretary Mar Roxas and Tacloban City Mayor Alfred Romualdez on December 11.

It can be recalled that there has been a boiling issue about the two officials exchanging accusations on their meeting in Tacloban City after super typhoon Yolanda severely hit the town.

In the said letter, Oropesa expressed her deep disappointment on Roxas. She said that the DILG secretary is taking partisan politics instead of just helping the Filipino people who were mostly affected by the fortuitous event.

Pauna ko na po ang paghingi ng paumanhin sa mga maka-Mar Roxas.

Hindi lang ako mapakali dahil kahit saan ko tingnan ay mali ang kanyang katwiran.

Aside from the 2.2 billion pesos tax fight in the Philippines, boxing champ Manny Pacquiao is yet again facing another unpaid tax issue.

TMZ reported that they were able to obtain official documents from the United States Internal Revenue Services (IRS) showing that Pacquiao didn’t pay $18,313,668.79 in federal income taxes in the US from 2006-2010.



The celebrity website released the breakdown of the tax deficiency:

2006 -- $1,160,324.30
2007 -- $2,035,992.50
2008 -- $2,862,437.11
2009 -- $8,022,915.87
2010 -- $4,231,999.01

As of now, the Bureau of Internal Revenue in the Philippines has been running after Pacquiao after it discovered that the boxer didn't pay an estimate of $50 million (P2.2 billion) for his 2008 and 2009 fights that happened in the United States.

It can be recalled that the boxing champ competed against Oscar De La Hoya and Ricky Hatton in 2008 and 2009 where he received $15-30 million and $12 million, respectively.
Tranquil Salvador, Many Pacquiao’s lawyer, denied TMZ’s report. He said that they have no knowledge regarding the tax deficiency in the US and that they stand by the order that they will refrain from discussing the BIR case.

Meanwhile, BIR chief Kim Henares stated that they have not received any confirmation from the US tax agency. She also thinks that the problem stemmed from lousy bookkeeping.

On an interview with DZMM’s rated Korina, Henares said that "Ang analysis ko doon ay maaring it came out of the other rumor that he's a green card holder. Kasi if you're a green card holder, if you're a non-resident, you only pay for your US income. But if you're a resident in US, pati ang income mo sa Pilipinas, kailangan i-report din. I believe that's where it's coming from. Whether it's true or not, only the IRS can say that."

Pacquiao earlier denied that he is a green card holder nor have a permanent resident status.
"Mga contrata at documentation nila hindi ayos. Yun ang nagiging problema. Kung nagiging problema nila sa Pilipinas ay ganun din magiging problema nila sa America" (Their contracts and documents are not in order. That's the problem. If they had that problem in the Philippines, then they will also have the same problem in America) ... What I can foresee is if their bookkeeping is as bad as what we see here, magkakaproblema ho talaga siya (he will really have a problem)," Henares added.

On previous reports, Pacquiao claimed that he has paid his taxes in the US as it should be. According to Bob Arum, CEO of the boxing promotion company that has been managing Pacquiao’s fights Top Rank Inc., they already provided certified true copies of Pacquiao's tax returns in the US to his lawyers in the Philippines. He said that as a former tax lawyer himself, who used to work for the Department of Justice tax division in New York, it has been his job to take taxes dutifully.

BIR has frozen Pacquiao’s accounts in the Philippines as regards to the BIR case the champ is facing.

Justin Bieber is in the Philippines, reports said that the Canadian Pop Star landed at Ninoy Aquino International Airport Terminal 2 at around 7:10 am Tuesday, December 10 via a private plane.

Rumors circulated over Twitter that Justin would arrive between 12:00 -2:00 pm Tuesday but immigration records testified that he arrived earlier today.



The arrival of the singer was not announced publicly because the party went to the Philippines for a relief operation and not for work. They don’t want to be mobbed by fans.

However, Justin’s followers couldn’t be controlled that easily. They went to NAIA in groups to have a glance at their idol. Unfortunately, that didn’t happen apparently because, according to ABS-CBN Kapamilya’s tweet, their sources said that Justin didn’t go out of the airport and went straight to take another private plane bound for Tacloban.


According to the Philippine Entertainment Portal, the said private plane rented by Justin’s entourage is the one owned by TV Host Willie Revillame.

Before 12:00 pm Tuesday, Justin posted a tweet and it read:
Rumors spread that what Justin said is the last Believe tour would be one that he would perform in the Philippines. Originally, the country is not part of the concert leg and he already did the last one in Australia yesterday.

It can be recalled that Justin released a #GiveBackPhilippines campaign video on December 4 asking for help for the victims of super typhoon Yolanda in the Philippines.

The singer is targeting to raise one million dollars. As of 11:30 am of December 10, it is believed he was able to solicit $611, 546 (around 26 million pesos). There is still five days left until the fund-raising ends.
