In a resolution publicized by Movie and Television Review and Classification Board (MTRCB) ad hoc committee on December 4, the GMA morning show Unang Hirit received a “serious and grave admonition” after Clavio harangued Atty. Villamor by saying words and criticisms that were “impolite and rude”.
The morning show was required to pay a fine of P20,000 for Clavio’s “indecorous language and behavior” and ordered to undergo “a period of close collaboration of one month” with the MTRCB
The committee also compelled Clavio and Unang Hirit’s executive producer, director, writer, public affairs hosts to go through a mandatory seminar to be conducted by MTRCB Chair Toto Villareal on December 10 and 11 at the MTRCB Office. The said seminar is about media and legal profession in the context of both audience sensitivity and administration of justice.
The ad hoc committee also acknowledged that GMA Network has submitted a two-page letter containing its proposed remedial and restitutive measures, as well as the draft public statement for Unang Hirit.

It can be recalled that after a disrespectful interview via telephone between GMA morning show Unang Hirit news anchor Arnold Clavio and Janet Napoles’ lawyer Atty. Alfredo Villamor on November 5, the MTRCB step into the scene. The board posted on twitter that they were summoning Clavio for his “alleged rude language”.
The questions asked by the news anchor in the interview were about whether or not the lawyer thinks Napoles would attend the Senate hearings regarding the Priority Development Assistance Fund (PDAF) issue, in which Villamor said he doesn’t know since he was hired for another case – Napoles’ illegal detention case.
Two days after the incident, Clavio released an official statement via the same morning show saying “Sa sidhi kong malaman niyo ang balita, inaamin ko po na lumagpas ako sa aking limitasyon. At humihingi ako ng unawa kung may nasabi man akong wala sa lugar. Maraming salamat po (Because of my intense desire to serve the public, I admit I went overboard. And I ask for your understanding if I said anything offensive. Thank you so much)”.
MTRCB chair Atty. Toto Villareal was able to get the side of the news anchor after calling the representatives of Unang Hirit in a conference on November 11. “We also want to hear the program’s side and how they can self-regulate vs. any incident similar to the alleged one,” Villareal said.
