The viral photo is reportedly taken at the restricted area of the United Nations UN Humanitarian Relief Center.

With caption “VP Binay tried to enter the restricted area of UN Humanitarian Relief but was stopped by these US soldiers as no Philippine politicians were allowed to touch the relief goods per instruction from United Nations. This photo was shared from the website."
The picture was shared more than 3,000 times and been amassing unfavorable comments. In the Philippine scene, the Vice President has been the subject of ridicule in social networking sites, and is always been tagged as traditional politician.
Though details of the above photo is yet to be confirmed, Talk.Ph, a local website in the Philippines, labeled it with "NO ENTRY: US soldiers stop VP Binay from entering UN relief center?" and described as "An image of Vice President Jejomar Binay with two Caucasian looking soldiers in an almost awkward gesture of handshake is circulating the Internet." "United Nations supposedly ordered a no-touch policy on their relief goods for Yolanda victims against local politicians last week."
Meanwhile, as we tried to locate the authenticity of the photo, we stumbled across the Tweet of Binay’s spokesman Joey Salgado: (notice the black shirt of VP Binay)
Update from VP Binay's spokesman:
